Background :
 

Post-budget, the India Infrastructure Finance Company (IIFCL) is basking in Government attention. It not only enjoys more flexibility, but is also shown the green flag to raise Rs 100,000 crore for infrastructure development. Of late, an increasing number of infrastructure projects have a real estate component, by virtue of a cross-subsidisation principle. The glaring upshots of these developments on the ecosystem of the real estate community cannot be concealed. Investors are now throwing a glance at the cash-strapped real estate sector and its ancillary industries that offer realistic valuations. Small and medium businesses in the real estate ancillary industries, too, have a reason to rejoice.

The prevalent market sentiments indicate that IVCJ's well-timed 4 th edition of the 3-day Real Estate Funds (REFs) and Infrastructure Forum 2009 is certainly an event to watch out for. The event is a proven platform to discuss and unveil opportunities for all the stakeholders of the real estate industry. Day 1 of the event will focus on the Regulatory Framework for Infrastructure, LP/GP Perspective, hot infrastructure segments and Alternative Capital Raising Options.

IVCJ's Infrastructure Investment Forum (Day 1: 15th September 2009)

 
     
 

Budget 2009-10 has elucidated, in no uncertain terms, that the development of an efficient infrastructure is a national priority and a means to counter the country's economic woes. Eradication of infrastructure bottlenecks is a reality, India cannot afford to ignore any longer. The challenge is to not only upgrade the country's archaic infrastructure, but to also sustain its pace of growth. Infrastructure spending is expected to account for 9% of the country's GDP by 2014, up from the current 5%. There are pointers towards the fact that a third of this investment will come from private companies. This unearths a treasure trove of investment opportunities under the Public Private Partnership (PPP) model. Furthermore, given the 2009 global slowdown, private and public infrastructure players are pushing to consider alternative investment options. The conference explores the play from all classes of investors and financiers: Private Equity, global & domestic LP Investors including Islamic SWF, Debt Markets, Listed Infrastructure Funds and the Capital Markets.

Given that recession hit USA is doing so much under the Obama plan to invest in Infrastructure, will emerging markets like India be deserted by investors? Given the tough year that 2009 has panned out to be so far, how can investors, both institutional and retail, secure a sound return from their investments? IVCJ's Real Estate Fund Forum (Day 2: 16th September 2009)

 
     
 

According to the Tenth Five-Year-Plan, a vacuum of approximately 22.4 million housing units exists today, in addition to the 220 million sq. ft. of retail space which would be desired by 2010. A report by Jones Lang LaSalle (JLL) states that India is expected to see an injection of US$ 12.11 billion in real estate over the next five-year period. In view of the sector's slowdown, the government has mulled measures such as relaxing regulations, and has reduced excise duties and borrowing rates. Demand has sustained itself where margins were sacrificed. But are these moves truly likely to provide developers with any respite? Strained with limited liquidity and faced with abundant market risks, the developer's fortitude has been compromised. Leading the development of an estimated 250 ancillary industries and being the second largest national employer, after agriculture, is Real Estate as a sector, one to rise of its ashes? Does hope exist in lower valuations and the fund raising exercise? Will real estate developers survive long enough to realise their full potential in the Indian market?

2009 has so far been market with unforgiving financial downturn and credit crisis. Both parties to the affair, developers and investors are realigning their strategies to counter these negative forces.
